Makes Point Lookout easier for low-level characters by removing the increased damage on tribal and swampfolk weapons.

Point Lookout has an object effect in the DLC files used by all the new generic DLC weapons, as well as NPC-only versions of existing non-DLC weapons used by tribals and swampfolk (Hunting Rifle, Combat Knife, etc.) that cause them to do an additional unresistable 35 damage per hit when used by NPCs against the player. This, for obvious reasons, may make life difficult.
This tweak basically decreases the extra 35 damage to 0, nullifying the effect and making the DLC less of a stimpak frenzy for low-level characters or people who don't load up much on healing or endurance.
