IMPORTANT NOTE!
You will most likely be seeing objects that will be extremely shinier than usual. To get rid of this open up your fallout ini which is normally located in: documents\my games\fallout 3
And there should be a file there called fallout. Open that up with notepad or any word program and look for bDoSpecularPass=1 and change the 1 to a 0 so it looks like this bDoSpecularPass=0. That turns off the shiny affect and also any thing else that will shine so glow maps will most likely not glow with that disabled.

Introduction
This mod basically improves performance without getting rid of some visual quality. So even people who like to play with high texture settings can use this without having to worry about looking at bad textures. It will look exactly the same as it would without.

Installation/Unistall
You need to have fallout mod manager installed! http://fallout3nexus.com/downloads/file.php?id=640
Once you do just double click the file to open it in the mod manager and then activate it.
NOTE: When you open fallout mod manager to the right there is a button called package manager. Click it and your list of installed fomods will appear. From there you can activate unactivated mods or you can unactivate mods such as this one.

Requirements
Fallout mod manager http://fallout3nexus.com/downloads/file.php?id=640
The default textures for fallout

Known Issues or bugs
As of right now there are none. But i do not have the best computer so i couldn't run the game at full settings. So if you find any bugs please leave a comment about it and I will try to fix it as fast as possible.

Using another texture replacement
If you want to use a texture replacement mod for a vanilla texture then use this quick guide. For this guide we will use Zafoga's High Res Outcast power armor. http://fallout3nexus.com/downloads/file.php?id=1161
Just install it as normal and when you are asked to replace any files look at the file name. If it says something like this "example_n" then don't replace it. If it asks to replace any files that end with _n then don't for this mod. Or you will lose the performance gain for when you are around that armor
