UPDATE: I'd actually just suggest downloading this re-work by Johan Rez (VaultdwellerExile), it's got a glow map and a sharper texture while combining my mod with ideas from TheOutlander's:
Just a small re-texture of the Wastehound helmet: gave the goggles a reddish tint and added what is supposed to look like an evil smile.
Also, at the grace of my plans for the day being canceled, I decided to fulfill the reqests for another version, esp and all, that only retextures the unique variation of the Wastehound Mask: The Boogeyman's Hood.
In the case of either download, just copy the contents to your Fallout3/Data folder. In the case of the file that changes only the Boogeyman's Hood you must also activate the esp.
